About Desert Community Planning

You buy a property that seems perfect for your project. Then you discover your intended use isn't allowed under zoning regulations, or that previous owners built several structures without permits. Suddenly, you're faced with confusing regulations, multiple agencies, and a long list of questions. Where do you even start?

That's where I come in.

My name is Julia Loewen, and I started Desert Community Planning to help property owners navigate complex land use challenges, avoid costly surprises, and move their projects forward with confidence. I believe government regulations shouldn't be overwhelming, and I'm here to help you understand the process, evaluate your options, and find practical solutions.

I earned my master's degree in Urban and Environmental Planning from Arizona State University and have worked as both a city planner and permit coordinator in the public and private sectors. Through those experiences, I've helped navigate a wide range of land use and development challenges and gained a deep understanding of how regulations, processes, and agencies work together. Having worked on both sides of the development process, I understand how agencies make decisions and what property owners need to successfully navigate those requirements.

My goal is simple: to help property owners make informed decisions, solve complex property issues, and move their projects forward with confidence. I enjoy turning confusing regulations into clear next steps and helping clients identify opportunities and potential obstacles before they become costly problems.

I work with both residential and commercial property owners and have experience with zoning compliance, permitting, site planning, development review, CAD, and GIS. Whether you're researching a property's development potential, addressing existing code or permitting issues, pursuing an entitlement, or planning a new project, I can help you understand your options and develop a strategy for moving forward.
